Finally, Hawaii is one of the few states in Union whose public elementary and second-schools are entirely in the hands of a state (the Department of Education) rather those of the counties or communities. The of education at the elementary and second-level is undertaken also by a large number private schools.
The GCE at ordinary level is taken by a qualified group of about 20% of the secondary education school students. In 1965 another nationally sponsored examination—the certificate of secondary education—designed for the next 40%, was introduced. This examination, which is locally administered and mainly under the control of secondary education school teachers, provides the possibility of a wider range of subjects and treatment than the GCE.
