Sanitary Toys Constitute There are three ways in which adults can help a baby learn the things appropriate for him during his first two years. The first is to establish and maintain the constructive personal relations which have already been emphasized. The second is to provide an environment in which he will find appropriate stimuli at each stage of his growth. During the first six months, the baby's crib, his carriage (for trips), his mother's arms, and a few safe and sanitary toys constitute a sufficiently stimulating environment. The third is to guide him in the use of this environment.

h. Provide him with shoes and stockings that fit well, and roomy, easy-to-manage clothes that are durable and washable. 3. Provide, if possible, a pleasant, sanitary nursery with washable walls and floors, low shelves, a wicker wardrobe, homemade or ready-made toys, a box or cupboard in which to keep toys, a sunny window, a low rocking chair, a low, firm table. The colors in the room should be harmonious, and there should be one or two beautiful pictures, changed from time to time. If the baby cannot have a room of his own, a corner may be furnished for him.


This conference drew up the first sanitary convention or agreement, but it was not widely ratified by the participating nations, and it soon lapsed. A long series of additional sanitary conferences took place, having their respective international conventions which attempted to govern quarantine throughout the world. In 1948 the World Health Organization was founded, and undertook a study of the international sanitary conventions with a view to bringing them up to date. This organization avoided the use of conventions which required ratification as treaties, and promulgated the International Sanitary Regulations (World Health Organization Regulations No. 2), that can be revised by a vote of member nations.
