Location And Growth:

Location And Growth School boards are usually autonomous bodies and accordingly jealous of their status. Cooperation between the school board and the planning board is therefore highly desirable; the guidance of the master plan data relative to population growth, the location and growth of new highways, and other transportation changes are distinctly relevant to the building program of the school board. With the growth of large-scale housing by institutions, such as insurance companies, an increasing number of states have laws extending the power of eminent domain for the benefit of such companies. In the majority of such laws the planning board is empowered to review site location and growth, density, and other elements of the proposed project. Here again the objective is to safeguard the development of the city along the lines of the master plan.

CHOOSING THE location and growth for a sculpture is extremely important if the work is to look effective.
