Nevertheless, the plethora of legislation throughout the 1980s and into the 1990s has seen the gradual implementation of the Taylor Committee's recommendations in full. Alongside other legislation which has opened up the inner world of the school to parental and community scrutiny, the extension of the power and influence of the governing body has met with mixed emotions, often anger and despair. Where the relationship works well, governing bodies recognise their role as a critical friend in supporting schools and do so skilfully.
The vines flower at the start of June. The weather is critical at this time - the warmer and calmer, the better. After flowering, the shoots are thinned and the best ones tied to the supporting wires. The second racking of the new wine finishes.
The vines are sprayed with Bordeaux mixture in July. The ground is cultivated again to keep down weeds. Long shoots are trimmed and vine growth begins to slow down.
They are expensive to build but need essentially no upkeep. Walls are of especial value for supporting terraces and other places where soil must be retained. Such supporting walls may be built with cement or be dry walls made without cement.
Informal groups of trees and shrubs are good as "walls" where space permits. •
